Head of the Rat Catcher's Guild in Eastbridge. When the kobolds began to work in Eastbridge, he hired them on as cheap labor, however, there were disputes on payment. Otis paid per rat tail to prove that a rat was slain. However, besides simply paying the kobolds a lower rate, the kobolds did not bring the tails or any part of the rat (they taste too good). The kobolds also were not able to count very high to even give an estimate on numbers. Illbryen talked to Otis and Guc Fuggruc to help iron out their despute.
He was also a victim of Guc's first command spell, catching both by surprise as Ydarion's Mother's Mother's Mother's Mother had never granted spells before.
