Consul
An Oleander term for rulership. Consul is typically given to a leader who is put in charge of a conquered or occupied territory. Consul is a non-heredity title, nor is it an elected title. It is only granted by officers within the Oleander Throne. Consul is sometimes awarded , for a short time at least, to a non-Oleander if it is deemed that having a local be the face of the Oleander rule would make transition to the empire easier.
