Honorable Otsu-Chiba Nefirimu (a.k.a. The Black Dragon of Nijion)
Biological parent of Sanako Nefirimu, and The Retired Eternal Empress of Nijion and Grandmother of the current Empress Maki-Ai.
The newly retired Eternal Empress known as the “Black Dragon of Nijion” a stickler for the traditions and norms of the culture of Nijion. Although advanced in age she is very much still the same stickler and prefers to do things through traditional channels, an adamant adherent to the concept “if it’s not broke don't fix it”. Believes her granddaughter is not taking her new role seriously enough.

Otsu-Chiba is of the belief that the way of doing things is fine. If there is something wrong with the way things are it must not be a major issue because if it was it would have been changed already.

Otsu-Chiba is very much against any changes to the status quo of Nijion regardless of the rationality behind it.
Otsu-Chiba is well versed in many languages, She can speak and write them with fluency. She had to be for she was the empress of many peoples and needed to be able to communicate with them.
