The Outlaw Archipelago
The Archipelago is home to scoundrels, thieves, and the pirates of the world. Land here is taken by force, so long as its not land owned by Archipelago Captain. They make quick attacks on sailing vessels and return to their port. The nations of the world refuse to attack them at the Archipelago due to the number of forces that the pirates have on hand. They have numerous defenses that would whittle down any assault to the islands.
When their ships are found sailing away from port, the world powers do make a habit of destroying any ships away from the Archipelago.
Within the Archipelago their exists a grove of druids that set out from port and attack ships sailing nearby. Most have some animal companion that they use for travel when not wild shaped.
