Free City of Velnoya
Velnoya is a city ruled by merchants. They are a massive city that as long as you follow their laws, you can do whatever you like. The Trufas Theocracy has to allow those from Prostia to parade around with their slaves.
Here you can find just about anything you need for a price.
The city has a festival they hold every year where contestants attempt to climb the obelisk in the center of town. Where the obelisk came from is unknown. It was there when the city was founded a millennia ago.
The ruling group is known as the Velnoyan Consortium.
