In addition to his ambitions to expand his rule over the Earth, the supervillain Overkill has established an Agency of the Exterior comprising teams of agents who explore other worlds he might plunder or conquer. One day a member of Overkill's Agency of the Exterior named Gremlina returns with a powerful alien weapon she found on another world on a mission for Overkill. Armed with this weapon, she decides to go rogue, establishing her own dominion instead of working for Overkill. It's up to the PCs to stop her before she does too much damage. Even more importantly, they have to keep the weapon out of the hands of Overkill, who no doubt is already sending other minions to retrieve the weapon and punish the traitor. As dangerous as the weapon may be in Gremlina's possession, it would be far worse if it fell into the possession of Overkill himself.
