Telescopes in the University of Charpeal have detected strange optical aberrations in the images they gather. At first astronomers assume there is something strange going on with distant stars, but given that no other telescopes seem to be experiencing similar aberrations they conclude that the cause must be closer at hand. After investigation, two things become apparent: First, the reason for the aberration is a distortion in the fabric of space itself somewhere in or near the atmosphere of Oe. And second, the dynamic changes in the distortion are not random. Something is trying to send a message. Specifically, something is requesting that certain resources be brought to it.
Further investigation will require someone (presumably the PCs) to fly into the distortion and see what lies in the pocket of space beyond. The truth of the matter is that an industrial plant deep within the gas giant's interior had an accident with nanotechnology that led to the creation of an aberrant monster with the ability to warp space. The monster used that ability to flee its creations, effectively creating a tunnel in space that it followed to its current condition—but this took a lot of energy, and it doesn't have enough left to move much further, which is why it's asking for more resources. But should its request be granted, or would it wreak havoc with the power it gained? And what about the company that gave birth to it; what would they do to prevent their secret from getting out?
