The Dead Lands
The Dead Lands is the generic name for the wilderness in the realm of Jitua, so named because it is supposed to be devoid of residents. Residents of Jitua are required by law to live in one of the megacities, where the social and legal hierarchy is strict and unforgiving. However there are still groups of people called the Unregistered who have so far managed to escape the authorities and made a home in the Dead Lands. Such a home is not a secure one; most groups are constantly on the move, choosing a nomadic life over one in the cities, seeing the latter as captivity. Special divisions of the Order are dedicated to tracking Unregistered people and forcibly taking them to the nearest city, where they spend the rest of their lives.
The Dead Lands, despite the implications of the name, are not barren, but thriving with wildlife. The land can, however, be dangerous to travel across even without the Order on one's trail. While the Dead Lands don't quite meet the risk of travelling in Hjemtir, there are still plenty of threats both natural and magical. Unregistered people rarely travel in groups of less than half a dozen, more commonly in groups of ten or more, for protection. Threats include beasts like hyenas and tigers, perilous terrain, and magical phenomena. They can also include nasty booby-traps set by the Order to catch Unregistered.
