After the installment of the Nine Kingdoms the Siren Council feared that they would lose their spot as leaders of their people. So they decided openly to not recognize the rule of the Dragon King. The made an agreement with the new king that all the sacred places like the Pōhaku'siren., a group of underwater mountains that are visible above the surface, would be off limits for non sirens.
