Solon
Solons are the leaders of Cactsia. Elected by the populace, they work as a parliament to enact all matters of political, economic, and infrastructure matters.
A solon is expected to represent 5,000 Cactsians. That means that, while there only may be one solon for an entire territory's land in some areas, some Cactsian cities may have four (or more) solons to represent each of the various districts within the city.
Requirements
A solon is required to have completed their mandatory seven years of military service. But those who have earned their Ivory (that is, served a complete military service term of around 60% of their species' total lifespan) are far more likely to be elected.
Responsibilities
A solon is the authority in their own territory above all things. They are expected to handle everything from military appointments to budgeting and taxation to over seeing cultural holidays.
Grounds for Removal/Dismissal
Cactsia is too much of a well-oiled machine to just give free reign to their rulers without a mechanism for removal.
While the populace may not be able to remove a solon (outside of an election cycle), the solons all monitor their counterparts closely for any signs of misuse of their power, embezzlement, or unbecoming behavior. In fact, it is common for anywhere from 10 - 30% of a solon's private staff to be spies for the other members of the parliament and to be reporting back on their affairs.
