The Stargazer returns to Drem.

The Goddess of Magic establishes the new rule of Drem in the 3rd Age.

After the Great War, Tarathenelia Stargazer, the goddess of Magic, returned to Drem. She extended her blessings to the city for its performance against the demonic forces of the Black Gate, and took steps to establish Drem as the center of her worship on Lerias.
    Using her great power, the Stargazer created a tablet from pure solidified magical energy. Upon that tablet she inscribed wisdom, and secrets of power unknown to any mortal mage. Around that tablet she then constructed the Cathedral of Mysteries, which would serve as the grand temple of her faith.
    She charged her first priests with the protection of these secrets and with the call to lead all adherents on the path of power that they may elevate themselves to whatever heights their ambition and talent would take them. She then empowered the church with the secrets of the creation of the Wizard Gates that separate the different sections of the city to assure that the city itself would constantly drive the mages to perfect their Art.
    Her final act before leaving the city was to prohibit the members of her priesthood from ruling in Drem. By her word, the priesthood could advise the Council of Archmagi but must remain forever separate from it. When the Archmagi reminded the goddess that the rule of the Druidic order was law in all of Keltria, which included Drem, the goddess reportedly raised an eyebrow and responded, “Is it?” before vanishing.
