Foibtan

Foibtan is the largest city of the Kolikoly. It is the only major city of the Kolikoly and is the center of their culture. It is located on a major river within a day's swim of the ocean.

Neighbourhoods

There are three main neighbourhoods in the city and a number of poorer areas that have built up surrounding the city.

Lapandry

Lapandry is the pride of Foibtan, or at least of the peers that live there. The richest peers live here in massive ice palaces. They sit atop the hill overlooking the rest of the city with overwhelming decadence. As you go further down the hill, the palaces get smaller and smaller until they blend into Fanao.

Fanao

Fanao is a small neighbourhood at the bottom of the hill. It is made up of larger stone buildings, often two to three stories tall, with each building trying to outdo the others architecturally. Most of the powerful guilds and organizations are in this area as it is both more central to the city and more practical architecture.

Moyen

Moyen is the largest neighbourhood of the city and is where most of the populace lives. It is made up of low lying stone buildings and is very homogenous looking, especially when compared to Fanao and Lapandry. The majority of business happens here.

Market

The Market is a large open area that often holds markets with a variety of sellers from all parts of the city. All of the citywide meetings and councils happen in the Market as it is the largest open space that can reasonably fit the populace for a vote.

Poorer Areas

The city is flanked by a large number of poorer areas on its south and east sides. There are a number of distinct sections, each with a unique character and feel to them. They are usually identified by a common colour or style used throughout. Most of the buildings in these areas are patchwork tents or igloos. They streets often change as the buildings are moved by their inhabitants.

Governance

Like most of the Kolikoly, Foibtan has no central government or ruling body. Instead, it has a few of powerful organizations and families and a number of smaller ones that exert influence over the populace. Most changes to the city either happen naturally or are discussed at large in the Market for the populace to decide as one. If there is a dispute, a common ground is found through arbitration at the Market, usually involving a large number of other members of the community.

Elders

The Elders are a group of respected, older Kolikoly who look to share the wisdom of their lives and the ancient stories with any who will listen. Some of the live in the Elder's Lodge while others use it as a place to tell their tales. They are well respected by most, but not everyone heeds their wisdom.

Peers

There are a few families that have gained a large influence in Foibtan. This is usually from organizing and controlling access to the mines in the region. They always look out for the populace which has made them well liked but some resent them since they always seem to wind up on top, no matter what the decision is.

Fisher's Guild

The Fisher's Guild regulates all of the fishing that happens in the region to ensure that the city gets enough food, both now and in the future. The populace holds general goodwill towards them as they supply them with their food.

Breeder's Guild

The Breeder's Guild maintains historical records of all of the families in Foibtan. This includes birth certifications and marriage certifications. They also host matching services to ensure healthy families in the future.

Protector's Guild

The Protector's Guild ensures the safety of the populace. However, many among the populace view them as useless and the guild as a waste of time as there is no known outside threat.

Smaller Organizations

The city has many other smaller organizations that holds sway over various members of the populace. However, they are in the minority and must ally with other organizations to get what they need.
