Arkansa was captured by the god of the sea Alqonsio, who saw Arkansa as a threat to him and his allies, the Fiends. He built a prison in the middle of the ocean on the material plane specifically to hold Arkansa.
She was eventually freed by Lady Salko, who became her Warlock.
