The grassland tribes unite in the face of common enemies


Spirit binding had been an illegal practice ever since the Star Spirit killed the first binder. However, when knowledge of spirit binding leaked to the rebel tribe in the mountains and they started to not only practice it but develop new techniques, suddenly there was a new common enemy to combat. When spirit binders proved their worth and loyalty by protecting bands from mountain binders and no-heartbeat creatures, the High Spirit Council agreed to make them legal as long as they served the High Spirit Council and used their magic only for the protection of the grassland tribes.   The official founding of the Makkah Nation was overseen by the Grass Spirit's high servant, Buffalo Woman. All tribe chiefs carry a ceremonial pipe representing their place in the Makkah Nation.   Spirit binders agreed to fight for tribes but never against tribes. They would not war against another. So, in order to practice spirit binding and have the protection of spirit binders, tribes had to agree to the Peace Treaty and join the Makkah Nation. Eventually, all grassland tribes but one joined the Makkah Nation. The spirit binders became the main the fighting force against the mountain tribe and no-heartbeat creatures, and has gained tremendous respect and authority from all tribes for their service.
