Mercenaries are Outlawed in The First Empire (Kir'mair)

Civil action

The Emperor of The First Empire in Kir'mair outlaws the pracitce of mercenary work and expells all active mercenary troops from the country. Most troops disband, but some, including The Cursed Sons and The Cats Tail, travel through the White Stone Wastes to the cities on the coast and continue to operate.
