Magus Conclave

The Gods are Dead.
But it wasn't always so. In centuries past each of the Seven Satrapies worshiped the Old Gods. Beings of power who ruled their lands as they saw fit, shaping the people and the land itself into whatever pleased them.
It was an age of miracles, when disciples and clerics wielded immense power in the names of their deities, wonders where created, from cities infused with magic, to artefacts of power. But the Gods abandoned their followers, and the world payed the price in blood.
And then Anatha came. She united the Seven Satrapies and established the Magus Conclave, and brought worship of the Io to the masses, and declared herself the first Divine.
Since then the Satrapies have been ruled from Magia, with the Divine, Io's Chosen, as the head of religion. Each year the Divine proves their powers by performing miracles, feats of Divine magic, an entirely different type to that taught at the Conclave's Schools. Together with the Arcane, the head of the Conclave's Schools and the Conclave's political Head of State, and the Mundane, the Legal head of state and representative of those without the gifts of magic, the Divine rules over the seven satrapies.
Below these three is a ruling council of representatives from each of the seven Satrapies, who each in turn, maintain their own governments, ranging from monarchy's to senates.
And so it has been for centuries. The Satrapies war against each other, over land, or politics or old feuds, but inevitably they are brought back into line by the Conclave, and in times of strife, unite to fight as one against threats from outside the Magia's Borders.
