Rumors of such people have been around since the Era of Humanity. The only confirmed people with psionic abilities were the Glimmer Kings and Queens, however. Since the death of Humans, no people with psionic abilities have been found. Many now discount the records of the old kings and queens say that they were simply using magic to aid this deception.
