Shikizokuru

The shikizokuru is a shadowy part of Ei kogami's legal system. They disguise themselves as average citizens but are tasked to kidnap and torture suspected dissenters of jotaj's rule. Many of these cases result in the death of the hostage. They are led by a goliath named garsk Hi Iitlom. He is a vicious sociopath with absolute loyalty to Jotaj.
