Need to include:

• conception/creation requirements (sources of babies include "naturally made", surrogacy, magical conception, atoll granted)
• Rolling litter amounts, how many litters and how frequently can characters have pups.
• Pup adoption requirements (i.e can pups be created without an owner lined up, regs on NPC pups, etc.)
