Colonials

Colonials are groups of people connected only by the act of leaving the City to find a "better life."
Colonials are often lower-class people with few opportunities for advancement in the City. Instead, they choose to leave the City in the hopes of finding an empty oasis where they can create their own government, economic system, etc.
The corporations of the City sponsor Colonials in the hopes that the Colonials will then allow them to use their settlement as a source of raw materials or a base of operations. At the minimum, Colonials become another revenue stream when they get a settlement set up and begin purchasing goods and food that they otherwise can't aquire.

Structure

Colonials often have an extremely democratic system of self-governance, often with a strong but moral leader to moderate voting, etc. Their goods and services are frequently transferred as barter, if the group isn't simply a socialist group, sharing all goods and services as needed.
