Highmoot
The Highmoot is the organizing structure of the Elderwood and the Elven Confederacy that lives and operates within it. Each village of over 1,500 inhabitants elects a representative called a Schenne, or Halfcrown, to go to the Highmoot in Tharanil and vote on matters on behalf of the village. The Highmoot meets from Melora's Breath to Harvest, when the Halfcrowns return to their villages for the winter and focus on local matters. The people have until the next Melora's Breath to decide if they are going to send the same representative, or elect a new one. For every 2,000 citizens beyond the initial 1,500 another Halfcrown is elected.
The Highmoot is based loosely on interpretations of the ancient elven system of governance. While it's certainly changed through the ages, it matches the Highmoot system that was last used in the early 3rd Era, before it was suspended and the power of dictatorship was given to an unelected ruler. After the quiet death of the famous warrior queen Syana, dictatorship was ended and the Highmoot reinstated.
