Anesthetic Chains (Chaînes Anesthésiques)

The caster expels ghostly chains out of their body in every direction, damaging everything around and preventing targets from receiving healing for a turn. When maintained, the idiom persists and hits every entity that starts its turn in it or enter its area of effect.
