Empresses of Zura

The rulers of Zura are twins born to the royal family. The order of succession is determined from the birth of twin female children among the royal family. The twins rule as co-Empresses of Zura and when one passes the eldest set of female twins among the royal family will become the new Empresses. If no twins are of age then the living of the twins will continuing ruling until a set of candidates comes of age.
Upon birth the two girls are raised together until their sixtieth birthday when they are separated one studying religion, politics, and trade while the other learns combat, tactics, and justice. The two are reunited upon coming of age. The Empresses are forbidden to have children or marry while they rule the empire as the people of the empire must come first.
