Ancient Akmeria
Ancient Akmeria, referred to in records as the Arcane Might of Akmeria or, more simply, Akmeria, was the previous ruling power in what is now modern day Helathen.
The technological capabilities of Akmeria was said to be leaps and bounds greater than many of it's counterparts, much like the many other great Magocracies of it's time. The finding of the crystal substance known as Akatyr, which powered most (if not all) technology in Akmeria, and Aurichalcum, a highly magically compliant metal, allowed Akmeria to push the envelope on what was possible, creating vast floating cities and domains.
Akatyr was discovered after a myth that spoke of the fall of great lights in the sky, in the time of their great forefathers. It is said that the early Akmerians found great deposits of Akatyr as a consequence, and forged some of it into a Sphere, tied with bands of Aurichalcum, and named them Mythallar.
By harnessing it's power, they created floating structures, cities and more. Within these cities, where only the more magical denizens of Akmeria could reside and work in peace.
Akmeria is believed to have fallen around the same time as, or just before, the Severance. The exact nature of the fall is unknown, but a given belief is that the Sarum Valugas forsaw the coming Severance, and sought to avoid the seperation of the realms, by tapping into the Far realm. But something went wrong, and all of the technology shut down, the cities crashing, and the empire fell.
Some wonder whether this was the reason why Helathen now suffers from planar energy issues, though nothing is confirmed.

Culture
Akmerian culture was one that prioritised magic above all else, so if you carried a great many magical items, you were regarded as being incredibly powerful. Staffs and Wands were also keen status symbols, as were the more unique spellcasting foci.
Public Agenda
The Public agenda of Akmeria was to advance the magical research of the Empire, while spreading their influence outside of their borders. There are rumors that other flying cities or structures existed elsewhere in the world, but none have been found as of yet.

Military
Military was generally made up of Ensig, who served as both Judicial and Militant forces. They carried out the laws, carried the peace, and brought the terror of Akmeria upon any who would dare defy them.
There was a special contingent of society that was created to serve as elite guards for the Ensig and Sarum, called Kunguis (the Talons). The Kunguis were all automata, that served their masters every words, and had enough intelligence to follow the spirit of the word rather than the letter. The group responsible for creating and controlling them are called the Dominus Noct, which comprises entirely of Ensig that sit separately from the Hierarchy.

Religion
Akmeria was religious, and gave service to them, but were not beholden to them. They did their best not to vex the gods, though this did not stop them from advancing in areas that the gods disapproved of.

Legislative Body
All legislation was believed to be carried out by the various Ensig of a given city, but put into power and decreed by the Sarum Valugai of that given area.
Judicial Body
Most laws and rules were enforced by the Kursug, who were given full reign to punish rule breakers. It is believed that they generally only gave the harshest punishments to the Athirali, who made up most of the general populace.
