Kelly Crime Family

The Kelly family has their fingers in many pies in many places, but in the United States in particular they exert a great deal of personal influence. In Philadelphia, the Kelly crime family initially set up shop in a partnership with the K&A Gang before hostilities broke out and the two cut ties. In recent years, the Kellys have lost membership and territory in equal parts and are but a shadow of their former selves.

Structure

The Kelly Clan has a loose structure of responsibility, namely the upper echelons. For everything else, it’s more of a structure of knowing who knows how to do what needs to be done. The Skipper is the head of the organization, a seat that currently sits empty after his removal on the order of the Kelly’s council. A Kelly Boneman, a freelance enforcer, currently serves as the clan Warlord and temporary head. The clan Secretary keeps tabs on people, both in the clan and outside the clan. The clan Purser controls the money and runs the books, both legitimate and not. Ordinarily the clan would have a pair of Bosuns that dole out the assignments to the footsoldiers, one to handle the corporate-level enterprises and another to handle street-level crime. Currently there isn’t near enough going on to warrant two, so one Bosun is handling both. The Quartermaster handles all contraband and the clan armory, as well as procurements for both. They are also in charge of the clan’s defensive preparations.   Below this are a series of lower-level members who work either directly for one of the seated members or for the clan as a whole. They may have assigned tasks or work in a more flexible manner, whatever the clan needs.

Culture

The Kelly Clan puts emphasis on the bonds that tie them together, whatever they are they are family within the clan. As a family, disputes and disagreements happen and they are handled in the open with discussion, arguments, sometimes even physical violence. This is almost always immediately followed by raucous partying, drinking, and affirmation of the familial bond between the disagreeing parties. In the event that they cannot rise above their disagreements, a designated intermediary, often called a Pull, is brought in to act as an unbiased observer. Conflict is never permitted to rise above the occasional fistfight, lest the bad actors find themselves at odds with the clan as a whole.   As a criminal enterprise, their actions are, by definition, extra-legal. There is a deep-seated distrust of law enforcement and government as a whole baked into the clan’s culture. Secrecy with people outside the clan is the norm, though more trusted individuals might be let in on lower-level things and even hired on for the occasional bit part in a job. But their distrust does not extend to the community, of which the clan are active participants. Geniality and helpfulness towards community members are the norm and even expected. The Kelly Clan in particular has shifted in the recent period to abhor the presence of community disturbances such as drugs and other harmful enterprises, actively seeking them out and removing them. They invest heavily in local business ventures and infrastructure as well as public events to bring the community further together. Your average foot soldier will be guarded but not antagonistic towards police but won’t hesitate to help an old man with moving furniture or assist children in locating lost possessions. To the community, they are there to help.   With other organizations, they are firm and business-like. If mutually beneficial arrangements can be found, the clan is more than happy to work with them to avoid bloodshed. But in conflict, they are brutally effective and will not shirk away from extreme measures to end these conflicts quickly and with minimal losses to their own side.

Public Agenda

As far as public agendas go, the Kelly Clan remains largely behind the scenes for now beyond their extensive works in the community. Their largest agenda remains becoming the largest supplier of black market firearms in Philadelphia before expanding to the rest of the state and, with any luck, the east coast. They are also involved in underground gambling, the sale of black market artwork, and corporate espionage at various levels. This agenda is of course the will of both the current leadership of the clan and the Board back in Dublin, and the clan will resort to almost anything in order to enable it.

Assets

In-country, their assets are mild. A reasonably well-armed armory, complete with various small arms, explosives, body armor and other equipment. They have a small stable of commercial vehicles of various makes and models, most with hides built into them for weapons and other contraband. The clan owns a large array of real estate as well, ranging from apartment buildings to warehouses. These are largely managed by the clan overseas currently, at least until the local branch unfucks itself.   The Kelly Clan at large, however, has an extensive warchest and a dizzying array of assets that can be brought to bear should the need arise. With the renewed emphasis on the Philadelphia branch, efforts are underway to make these assets available to them, smuggled in in various ways from air shipment to oceanic shipping including utilizing the Cromm Crúaich, a massive shipping vessel belonging to the Kelly Clan’s shipping company used to transport large arrays of goods both legitimate and not.
