General Physical Condition
20 year old African-American, she's slender from years on the street. Day to day, she wears boots, baggy clothes, and slim jeans. The belt may or may not have a pouch of small tools on it (all the better for breaking into things). She has black hair and quite hard to miss, red eyes
Special abilities
Mech Suit
She is able to project/create a hologram of a mech suit around her. It is transparent and gives her significant protection, super strength, and the ability to work both in space and underwater. After taking damage the suit will fail and leave her exhausted. The suit functions as long as she has energy to keep it going. Once broken, she must rest and recover her energy to create it again. Different parts of the suit may be broken in battle, reducing her ability to fight. The suit is lighter than it looks, still able to exert literal tons in weight, it is lighter than a metal-mech suit would be. It can be made bouyant under water.
Weaknesses:
Durability - The suit is not invulnerable.
Concentration - Sounds messing with Chloe's head will disrupt her focus and ultimately weaken or destroy the suit.
Time/Energy Limit - The suit will give out after a certain time/as her own ability to operate it fails.
Lasers - The suit offers weaker protection to lasers than to solid objects.

Personal history
Chloe didn't feel at peace with herself, or at least she wasn't sure why she wasn't someone people could care about. She had a normal life but her parents died when she was 17 and with no living relatives known, she pretty much lost her home.
She stayed in Philadelphia afterwards and stayed there for currently four years and learned that people of higher statuses were of more importance than to people like her, enough that she grew unhappy of them. At the same time, she had reserved kindness to those around her and tried to make their lives better despite having nothing on her though she'd rather keep some parts of herself closed off in the hopes that things get better.
