Alliance

The Alliance is a vast, shady organization. Little is known, even internally, about their full structure and organization. They've made, and broken world leaders; bought their way into power; caused and ended wars; manipulated humanity; and worked to shape the course of world events from the shadows. Their core goal is the continuation, preservation, and spread of the Dragon species. They have demonstrated little restraint in just how far they would go to achieve their goals. So far, their work has slowly brought the species back from the brink of extinction. Some readings of their activities might suggest an interest in global conquest, but at this point, too little is known to be sure of that.

Structure

The Alliance appears to have a heavily distributed, independent structure. There are numerous, smaller cells of dragons taking care of their individual needs, networked with much larger cells and the greater organization at-large. There is a centralized command network, but the layers of interweaving between the cells has made it essentially impossible to route out who is truly in charge of the entire operation. Independent cells vary in size and can tackle projects of vastly varying scope and importance. It's a shell game that could take centuries to unravel.   Further complicating matters, the Alliance owns controlling stakes in numerous human companies. None of these companies know anything about their ultimate owners. Security companies, manufacturers, and more have been bought up and used to supply the dragons' needs or play a part in their immense political games. Some of these companies are closely integrated to the Alliance and some aren't. It makes a dense weave of companies doing research, some not even knowing what they're truly working on.

Culture

Despite the gang-like nature of the Alliance's methods, their interior culture feels rather silicon-valley among the humans. They're a huge company that's going places. There's great perks for the work, even in the wholley owned supplier companies. It feels upbeat and happy on the inside. The workers' needs are well met, though they are precisely met. Enough to be happy and enough to never question what they're doing there. It's the sort of workplace where calls to unionize genuinely cannot get a foothold. No one wants to rock the boat.
