Unseelie Domain
Structure
The Winter Queen rules the Unseelie Domain with absolute authority.
Below her in authority are the Winter Lords. They generally reside in the Winter Queen's Citadel and have no responsibility aside from acting as elite soldiers, although they do have command over the Unseelie Domain, under the command of only the Queen.
Below the Winter Lords in authority is the Gloomguard. The Gloomguard is a vast army of fiends that mold to a form representative of their attuned. Each Winter Lord is attuned to a number of Gloomguard. The Queen, too, is attuned to a number of Gloomguard.
Settlement governments (such as mayors and town councils) are unregulated.
