Vylokheim

Vylokheim, the Hell of the Cruel, is experienced as a city of seemingly infinite size, its streets ever choked by smog. The shades of the dead find themselves hunted for sport by the demonic inhabitants of the realm, brutally slain only to be restored to a semblance of life somewhere else in the city, where the hunt begins again. There are two broad fates for such souls - most are utterly broken by the trauma of their many deaths, and slowly lose all memories of their past personalities and lives; others discover that the hunters can be warded off if they, too, choose to join in with the tormenting of those shades weaker than themselves - and it is the most vicious and cruel of the latter group who will at length Descend and become demons in their own right.
Vylokheim is ruled by the Cohorts of Cruelty, who ultimately serve the being known as Lady Midnight.
