Government

As the seat of power for the Kingdom of Larcen (if mostly from an international standpoint), security and enforcement within Valeria are stricter than most.  
  • Petty crime: Destruction of property, vagrancy, petty theft, public disruption, public drunkenness, improper waste disposal, minor health code violations, Defamation/slander/libel of non-state persons or entities, etc. Fines can range up to ~5 gold and/or jail time, with the option for the perpetrator to pay off his crimes through service to the victim (with the victim's permission -- if the victim is the state as an entity, then this option is always available).
  • Felony: Destruction of property (large scale), grand theft, homicide, attempts at homicide, assault, plotting revolution, et cetera. Fines can range up to 1000 GP, jail time, or in extreme situations, execution. While repayment by labor is technically an option, very few victims choose to allow it, in which case the state may choose to act as a middleman, paying reparations to the victim and having the criminal work for them.

Defences

Defenses include city walls, a natural moat formed by diversions of the Barka River, guard towers and patrols, and ballista batteries mounted on turrets around the perimeter of the city.

Industry & Trade

Local industry largely revolves around politics, with much of high-brow Larcenian society opting to live in Valeria due to proximity to government. Traders bring in exotic goods for consumption, local smiths focus on decorative works, and hunters prowl the mountains to the north to keep the city supplied with fine food. The city also features a college that instructs students in war casting and evocation schools, largely to train casters as part of the small standing military.

Infrastructure

City machinery (including blast forges, grain mills, sawmills, and leather tanneries) are powered by flowing water from diversions built into the Barka River, which rolls down from the Arcan mountains to the north. The same river also provides clean water to the city through open ground-level aqueducts, and sewage is processed in underground sewage caves where valuable goods such as fertilizer and urea are produced for crops and leather tanning. Water is pressurized for use in the significantly taller Highrock Castle through simple waterwheel-powered pumps, and ice is formed by court wizards and stored in a city icehouse for public consumption and storage of perishable goods. There is a singular (although sizeable) green space at the southern end of the city where events such as weekly markets, annual celebrations, jousting tournaments, and the occasional arena fight are held. Roads (and bridges for crossing ground-level aqueducts) consist of worn flagstones and cobblestone.

Assets

As the Capital of the Kingdom of Larcen, most all kinds of goods can be purchased here (albeit at a higher price -- the shopkeepers know the wealth of their clientele well). While many different goods are produced locally thanks to water-powered machinery, these are largely for economic redundancy rather than true competition, so many of the highest-quality items will still be imported from other regions.

Geography

Valeria is built on the southern slopes of the Arcan mountain range; to the north of it is the Barka pass, from which the aptly-named Barka River flows, and to the south of it are the rolling grasslands of the inland segments of the Principalities of Harol and Marcai.
