Auctor

Though the title has no official designation, every community in Kunrai knows the name of the Auctor who governs their piece of Kunrai. These guild leaders are seen as criminal masterminds and rabble rousers by the nobility and their guards, and as protectors, judges, and benefactors by the common folk. The truth, as with most things is a little of both. Without the auctors, the nobles would have long ago stripped Kunrai's lower cantons bare, but these men and women have also caused a great deal of strife and turmoil with their shadow conflicts and territorial disputes.
While Auctors are best known as the secretive rulers of communities within Kunrai, they spend a great deal of their time maintaining the tenuous web of alliances and informants that keep the city running. Without these men and women, the city would soon devolve into a series of deadly skirmishes that would leave few communities untouched. This makes the Auctors valuable to the nobles, and to the communities they protect.
But, this stability comes at a cost. The leaders of lesser guilds must seek the permission of Auctors before expanding their territory or increasing the strength of the communities under their control. In many cases the minor guilds are able to grow as they see fit. But when the upstarts begin to encroach on more established powers, the Auctors clamp down and deny further expansion.
And if the guilds attempt to defy the will of the Auctors, things get very ugly, very quickly. Expansion-minded guilds have found themselves targeted by assassins, stalked by blood mages, and even under investigation by the authorities. The Auctors understand all too well that their personal power is tied to the seeming peace in the streets. Failure to enforce that peace will bring down the wrath of the nobles, something no guild can afford. To rise in power within Kunrai, then, requires clever thinking to outwit the Auctors and their forces.
