Borll Fenstaff
The captain of the Tarsian Guard has his hands tied. For years, his job was easy; few attacks took place from outside the city, and day-to-day oversight of the petty crime and minor disturbances in the Lower City rarely bothered him. In the last few months, however, everything has changed.
Borll fears these new dragon-men, and doesn’t trust any army that include hobgoblins. The Lord Governor seems to have made an agreement with them, however, and so Borll does his best to follow orders. If given a good excuse, however (such as the invasion of the city by the Blue Wing), the captain of the Tarsian Guard can be convinced to question the authority of his superiors.
