Öwielfu
An Öwielfu is a leader within hobgoblin society. This title, though civic, is highly militarized as well, befitting the militaristic hobgoblin people.
Qualifications
Must have proven themselves in military leadership.
Requirements
Normally, must be the heir of the previous Öwielfu, though cirtain circumstances can circumvent that requirement.
Appointment
Semi-Hereditary Assumption of Office
Under normal circumstances, upon the death of an Öwielfu, their heir, having proven their leadership in military service, assumes the title.
Circumstances With No Heir or When an Heir Is Unfit
The above circumstance, however, relies on several factors that may not transpire. If the populace does not agree that the heir has proven themselves an effective leader, for example. Or, if the heir is too young to have had the opportunity to lead. Regency is not an option.
In these circumstances, the entire adult population of the organization ruled by the Öwielfu will vote until a new one is chose, establishing a new dynasty.
