Kabat'ta

The magocracy of Kabat Bastian elects an elven leader based off of magical accomplishment and power. The only elven throne that is not based on family name is where the bulk of magic items and training comes from. The sister city of Weavers Landing houses the most esteemed magical training college that all noble races send their gifted young to attend.
