Kabat Bastion
Walled off on a steep of the Kabat mountain range is a cluster of elven noble houses. These elves believe in magical prowess and follow the Moon Aspect of Defay. With demonstration of magical abilities, a noble house is elected to rule this Magocracy. Given the age elves tend to reach, and how magic can prolong that journey, the ruling house of Kabat Bastion has remained for a very long time. Servants and the need for merchants has risen to a city at the base of the mountain. The noble elves divided the lower city into two groups by building a wall. Elves are permitted to live at the southern half while other other races must live north of the wall. The Kaba'ta is the title of the ruling house, which mostly just deals in policy and affairs at a much larger scale. The nobles of Kabat Bastion give little concern over the day to day lives of those who live below them.
Demographics
Largely elven with humans and gnomes following up. Dwarves and halflings find good employment in the city common, but many of the half races find themselves hedged out of work frequently.
Government
A Magocracy that has little concern over the town itself. If you are not an elf, then you learn quickly to align yourself with the local thieves organization.
Industry & Trade
Primary trader of magical goods in the region. Kabat Bastion makes frequent trade trips south to Weavers Landing for distribution of their crafts. Many mercenaries find regular employ by protecting these trade caravans.
