The framework of Bulan, including fortifications, official buildings, docks, and the Three Districts, was complete.

After fourteen years of design work, construction work, and defending their incomplete home, Bulan's essentials were fully constructed, making it the first city of the new age. Over a thousand people had come together and given all they had to make this dream a reality.
