Government

Az Thrumm, Nozkron Thelor and then Family Heirarchs.
The will of the king is passed in council, and then directed by the Hold Castellans, the Hold watchmen, to the various hierarchs of the families in their enclaves.  Each Hierarch is responsible for the various families in his line, and the portions of the hold they occupy.
A Castellan can go anywhere in the hold, and expect the assistance of the Hierarch in executing their duties.    Most Hierarchs look forward to getting family members into the Castellan ranks as matter of executing their duty to their greater family.
It is a matter of great and grave interest when a Castellan is not rendered prompt aid in the lawful execution of his duties, such as when a grudge or debt is felt to be owed between Families.  At this point the Nozkron will intervene, and the Castellan request will be backed up by line infantry from the Dwarven militants.  This doesn't happen often.

Infrastructure

The inside of Mount Lodur is carved out to form the thriving center of Dol Lodur, the main hold of the kingdom, from whence flows its name as the early Aermites didn't understand the difference.  They made the same mistake a few years later with Dol Faldir.
The mountain base is warehouses, and forges.  The next few hundred meters are the homes of the various families of Banrumm that make the home in the mountain, and the key temples and places of worship of the dwarven gods.  These include the lesser family of the ruling clan, here this is Grudgecrest.  The next several hundred meters are the administrational departments of the kingdom, and the homes, estates even, of the body of the clan Grudgecrest.    As one ascends further this becomes the various halls of the citadel of the Az Thrumm, Trodgrim IX.
Above this is the various watch citadels of the Militants, keep a wary eye for the intruders and enemies of their race that try to infiltrate and pilfer their treasures.

Those who come to trade may make it into the Visitor's Halls in the lower levels, safe and warm behind the dwarven walls, but not allowed further under penalty of expulsion.  Those who come in the name of kings may be brought inside to the Az Thrumm's citadel, but are accompanied by a Castellan at all times.
