Imperial War College

The Imperial War College at Var Celini is one of the only institutes in Khalar dedicated to tactics and the education of officers- and is widely recognized by friend and foe alike as producing some of the brightest military minds of the last several generations.

Structure

The Imperial War College has two organizations under its roof. The first is the High Command, the organization of Legates (Equivalent to generals in other militaries) and their subordinates, who serve the Emperor. One Legate is appointed the Legate Primus, and holds near total authority over the military, second only to the Emperor himself. Though in practice, this officer is advised by the Legates below him.   The second is the College itself. Retired Legates or other officers with useful specialist knowledge, removed from field duty by age, failing health or injury often take places instructing the students in subjects that can range from tactics to personal combat to the mechanics of siege engines. Additionally, civilian experts in healing and records-keeping can be found assisting the faculty. In the case of instructors, rank is secondary to years served, meaning it's not impossible for a former Legate to find himself "beneath" a combat engineer who never held a formal commission- though it is rare.   The entire college is administrated by a council of the ten most senior members, with the most senior acting in a parallel to the Primus Legate- albeit confined to the college campus.

Public Agenda

The College is dedicated to two main goals: First, to the education, training and testing of potential new officers, so that those given command of one or more Legions will be worthy of the task. And second, the site serves as the gathering point for the majority of the Imperial High Command and extremely heavily fortified, making it a stronghold unparalleled in the Empire.

Assets

  • Eleven Legions - Forces stationed at the College on permanent garrison duty. Although they are technically ceremonial troops, these legions are kept in fighting shape. And as being posted to the College is an honor, these are often some of the best troops in the Empire.
  • Legion Armory - A truly massive cache of weapons, armor and supplies are stored in both the College warehouses as well as the city itself, as it serves as a distribution hub for Imperial resources in the south.
  • Imperial Archives - An archive dedicated to martial knowledge, but also containing backup copies of important government documents. Incredibly well organized and curated. Included are several forbidden texts on the use of martial Magic.
  • Mirrorslate Board - An incredibly valuable board with multiple pieces of Mirrorslate mounted and arranged for use by scribes. A handful can be passed out to deployed Generals, allowing them direct communications with the Imperial High Command. Additionally, one fixed slate mounted on the board is twinned to a slate in the Imperial Palace.
  • The Lead Fields - A massive set of recreated terrain representing famous battlefields where students are encouraged to replay famous battles using cast-lead figurines, pitching their miniature armies against each other and instructors alike.

History

The Imperial War College was originally in the Capitol itself, until the coup that removed Emperor [name] and established the reign of Emperor [name.] Fearing a repeat of the conflict, Emperor [name.] ordered the College be relocated to Val Celini, which at the time was far from the Imperial Capitol. As Val Celini was heavily fortified due to the near constant state of war with the human and dwarven nations across the [river name], the city was the most suitable choice.   For generations, men have been selected by officers based on merit or patronage and sent to the College to be made into leaders. Though the majority do not complete the courses, those that do are instantly raised to minor nobility if they had no title before, and are often assigned one or more legions upon graduation. As a result, competition is fierce and vicious- something encouraged by the instructors as good training.
