Raine Vidal
Raine is one of the people running smuggling operations between Kowloon and Highstorm/Springstar. While not a big enough player to have a spot on the the city's council for running things, they've been successful at their business for decades and are well-established. Since they've lived in Kenos so long, they don't speak of home ever at this point, finding Kenos to be a much better home than where they came from, and as such, aren't allied with Meridian or Zenith. However, if asked what they are, they'll laugh with a raspy voice and answer that back home, they were called a "Ghoul" and that works well enough for them.
Sometime after the Uplifting, Raine was found murdered, with their throat crushed entirely, and the rest of their body pulled apart at the seams. As it's Kowloon, they were disposed of, and there was no investigation into the cause. Any who knew Raine simply assumed they stepped where they didn't belong.
