The Government of Skillia

The Government of Skillia was unlike any in the entire world of Kalste. It was a mixture of democratic and monarchy.

It was founded in 1223, during the height of the Second War of Hardavan, as an attempt to get out of the war. It was not truly set into place until 1229, when the Second War ended.

The idea was to give some power to the people of Skillia. Even though the nobles of the country still inherited their places through blood and birth, the king was to be voted in. There were a lot of stipulations to this idea, the first being that the next king had to be related to the previous king. The new king either had to descend from the king’s children, siblings, or cousins. (It could be his siblings, children, and cousins as well.)

Anyone eligible to be voted on was listed in a proclamation that the people were all given. They were requested to send their vote through the mail or deliver it themselves. The people listed their three favorite candidates. All the least likely candidates were then removed, and the nobles were allowed to look through the remaining candidates. Then, each noble could list their own favorite candidate out of these.

The people then voted again out of the four or five remaining candidates that the nobles chose. The winner was whoever had the most votes. The king then ruled until his death, when the next voting session took place.

Only male relatives would be considered for the throne, although all citizens of legal age, women included, were allowed to vote.
