The Order
While everyone knows there are people hiding in the sewers, nobody knows how prevalent they are above ground.
The Order is the major crime syndicate that runs in Kaigan. Most people know the name and the symbol and will stay clear from any area that is labelled by the Order. The Order is mostly known for their dealings with illegal substances and the black market they run, but they will also dabble in other contracted work when it is beneficial for them.
History
The Order originates from Rasi and started as a small group of black market merchants. Drugs and other small illicit items that were brought to Rasi by boat often ended up with the same people. When the ship trade increased, it also increased the presence the black market merchants had. Slowly the group grew to a more respectable organization and a more formal form of leadership was necessary when the group wanted to move outside of Rasi. The small group split up and decided that they would go to a different place and branch out the organization, taking up the leadership by themselves.
One of the more important acts the Order performed was during The Prime Revolt when the country was in the midst of chaos. The Order secretly made sure that the basic needs of citizens were met, they supplied food and shelter when fights got big and made sure the revolution ended with relatively few citizens lost.
Activities
The main income for the Order comes from selling illegal drugs, such as Madness, closely followed by black market sales such as artifacts or antiquities. Over the years the Order has expanded their business with the sales of weapons and small groups deal with magic animals. Although not common, the Order has been pursuing more and more other contracts lately such as blackmail and framing.

Leadership
The leaders of the Order call themselves Specters as they oversee, or spectate, the operations of the Order. Each major branch has their own Specters. Bigger branches have multiple specters, but branches in smaller villages only have one.

I really like the little rhyme - that's a really fun detail. I also really like the fact that they helped the citizens in their time of need. :)
