Council Guard
Started as a way to protect the new council members against attacks and harassment of royalists after the events of The Prime Revolt, now the Council Guards are regarded as one of the highest positions a guard without leadership training can hold in Kaigan.
Protecting the Council
The main task of the Council Guards is to protect the different council members. Each council member has one or two specified bodyguards which all together form the Council Guard. In public events the Council Guard will stay close to the Council members, while normal guards are used for keeping check of the public and the space itself.
History
While these days the Council Members are less at risk of attacks or harassment, just after the Council was established they had a lot of problems when appearing in public. This was due to royalist followers, who had actively supported House Aeswick and were not happy with the switch from monarchy to democracy.
Often enough, the new council members, or other important figures from the revolution, were assaulted on the street, making life in various cities extremely difficult as this resulted in small skirmishes between royalists and pro-council citizens who were trying to protect. To combat these skirmishes and to calm the population, Zigran Turoc, the leader of the revolution, made an effort to organise a group of guards specific for council members. In turn this dealt with the royalist assaults and also kept the protection to dedicated people, instead of anyone who found themselves fit to protect.

Now, assaults from royalists or other people on the council are very rare, making the need for a large council guard obsolete. This resulted in each member only having one or two bodyguards and the rest being filled in by local city guards if necessary.
Technically every city guard can apply or be chosen for a council guard position, but often this position is only filled by veteran guards.

Huh, that's an interesting thought! I wonder why someone would be mad about a change in government from monarchy to democracy? :P Something I'd never considered before.
Well probably they were sent by some other higher nobles that actually were associated with the monarchy or had some noble house perks that got removed in the democracy. But since it's history and not that important I'm not going to put that much thought into those details ^^
