It is illegal to preform magic on another person against their will. This applies generally while inside cities, but can extend to surrounding land, if there is some way to prove this occurred. It is HIGHLY illegal to coerce someone into any sort of dealing/trade/services by using magic.
Guild laws:
Many (but not all) guilds have the right to carry out punishment on their own in lieu of local authorities. However, the local royals have the final say.
Taxes:
Vary per city. In some cities, Taxes will be paid for those who stay for more than two weeks, some it is more than four months.
Cultural:
Laws regarding legalities of marriage, sex, slavery etc. vary wildly from city to city, caste to caste, and culture to culture. There are no blanket laws governing these matters.
