Shodnr
Vitr looked at the foolish men. "You asked to climb as high as you could before you settle. Here it is."
The land was desolate, a frozen wasteland, with a series of plateaus. The air spirit, in the shape of a wyrm with ice plates for skin, snarled and coiled around the area, encircling the plateaus, wolves, and men.
"Wolves, you can flee. Man will only see you killed with his arrogance. Let him die out on his own."
But the wolves were loyal to a fault, though they advised Shodnr, the first among the northern men, to take greener lands.
Then the snow and ice on the plateaus faded away, melting to create a river, which pooled into a lake to the south.
"So be it. I will thaw this land, and it will be your city. You will overpopulate, and that is when your struggles will begin. My your spawn freeze within you, so your stupidity comes to an end." With that, the wyrm slithered south, disappearing between mountains.
Wolf and man alike looked to Shodnr. He walked from the snow and ice to the green fields, and it felt warm on his skin. He shed his clothes until he was down to a loin cloth. "This is beautiful." Tears strolled down his cheeks, and others joined him.
"As I am the reason this city is possible, my courage leading Vitr to bend nature to aid us, the settlement will be known as Shodnr."
Demographics
All inhabitants are Hurskfjellian, and most are Shodnrans. Supposedly, previously 10% of the population was from the wolf tribes, though the wolf tribes have been dead for centuries.
About 5% are nobility, obtaining great wealth and making all the decisions for the city. Around half the city consists of skilled laborers or farmers, which make up the middle class. Unskilled and poor laborers make up around 35% of the population, while slaves and servants with no possessions of their own make up 10%.
Around 2% of inhabitants know magic. Of that 2%, 95% know air magic, with 5% knowing water magic. Those who learn both usually become travelers. Only one or two ice-walkers are in the city at any given time, and sometimes there are none.
Government
It is technically a monarchy, with one worthy king leading everyone else. Noble families contribute, as they are given power over different spheres. One family will keep the army, another the weaponry, another farms, and so on. While the king can usurp these decisions at any time, it is considered poor form.
Immigration laws are very heavy handed. Skilled workers are not allowed to leave without permission. Only 3% of the population may leave each year, aside from lean years or years of high birth rates. Approximately 5% of the population is exiled every year. When there are no legitimate reasons, they are made up. People coming into Shodnr require some sort of skill, or they are turned away.
The plateaus each have a noble family ruling them. To cross from one plateau to the next requires paperwork. Some professions allow built in access. Farmers can go from the fields to the markets without special paperwork. Soldiers may go to the smithies on alotted days. Forging papers comes with the crime of exile.
