Lockhinge Notes - Mud Quarter

North of the Common Quarter, near the Drowned Quarter, is the section of city that is considered the least wealthy and safe. Since it is located away from the center of town, where the city blends into the river one the west and drowned quarter to the north, (tends to track in mud etc which how got its name? etc)   some history behind why this part of the city isn't great, probably similar reason why the drowned quarter is the way it is.   The Stacks are an area of the city that has pushed the way that lockhinge builds on top of itself to an alarming degree. what's the policies on safety? do they want their buildings fixed, or do they fight intervention? is it the fault of some specific person or gorup historically, and are they still at fault now or is that just a part of history now, and fixing it would both be too costly and uproot too many people? maybe they're working on relocating people and moving them around as they fix buildings? maybe there's rumor that they're either doing it just to empty out the city's underbelly, or that no fix is actually going to happen? maybe the stacks specifically is because of some lowering of safety guidelines, maybe even as a sure go ahead see what happens type of thing, and that's why it's just a localized area.   there is definitely more crime, less law enforcement. how/why is this different than the common quarter? if there are illegal folks in lockhinge, that's where they'll be. why is there less law enforcement there?   need some creativity for this section of the city, don't want to write it off as entirely a stereotype. maybe come up with a couple example npcs living in each area, some pros and cons, example npc that holds power, example npc that holds no power and probably wants to live elsewhere. what's something people here: want, fear, love, hate. what's something that can be found here and no where else in the city (literal or abstract? both?) what does this district do better and worse than the others in this city? positive and negative vignettes, not necessarily full prose but described. good and bad luck random tables of encounters, lists of random (maybe not a random table in every case, but at least descriptions of things that have been highlighted at random) sights and/or buildings (like that hidden shrine that is maybe impossible to ever find again, rooftop gardens etc. what are they like during the night vs day. Dont forget smells and sounds, not just sights. what's a smalltime event or ritual that only takes place in this district? Add community leaders and the community groups they lead. (eg. Goblin Graduates, Orc Heritage Club, Shopbridge Representitives, Aquatic Rights and Securities Group, West Riverside Mudshore Neighborhood)
