It is mostly unknown how the watchers agency functions to anyone It is often said that they are ruled by a CEO of sorts with agents employed to protect their hidden status as a whole. They have a headquarters planet somewhere but its exact whereabouts are unknown to the writers of the universe.
Public Agenda
The goal of the watchers agency is to maintain their secrecy as well as preserve the general stability of the entire universe. Watch, throughout history, act by calamity. They are primarily concerned with monitoring existential threats and working with entities from all over the universe to protect and preserve not just a single race but all of sentient life.
Assets
The shadowy agency has seemingly limitless amounts of technology, funding, and supplies available for their spies. While they usually prefer to stay off the radar, they have times where heavier troops and vehicles are deployed. But even these are kept off radars and are usually disguised as local mercenary band reinforcements or given the colors of the group they wish to assist.
History
The history of the watchers agency stretches back all the way to the very beginning of the universe. They started out as extremely intelligent beings, being the first to access space travel, cloaking technology, advanced medicine and more. As the first spacefaring civilization, they felt responsible for the universe they had just discovered. They visited other planets, observing other lifeforms. For thousands of years they traveled from system to system, setting up secret bases and watching other civilization. Especially the less developed ones showcased the depths and cruelty of organized religion, herd mentality and more. Seeing things that were unknown to their own race such as slavery, genocide, and more it was quickly decided that neither their technology, their knowledge or even their very existence must ever become known to the lesser races of the galaxy. They decided that they must be the ones protecting the galaxy so that such suffering can never spread to a galactic scale.
Every planet has its own historical records of civilizations and buildings mysteriously falling. Antagonists disappearing and heroes corpses being nowhere to found. This is the work of the watchers agency. They sabotage those they want to see fall to help a planet develop properly and lay the seeds for a fair empire to grow out of a planet into space. They eliminate corrupted empires while they are still growing so that the government that sets foot into space will be the best version of themselves. All from the shadows without leaving a single trace.

These spies are skilled beyond comprehension and have no equal in their raw combat potential. Their recruits are carefully selected from any planet that has been infiltrated once already. Highly devoted, loyal to the grave and unimaginably skilled.
Technological Level
Their technological and scientific prowess is infinite. They have machines capable of processing micro-universes, open portals to other alternate timelines, time travel, and other technology that is generally considered impossible by any means of technology. Even if these machines were known, there are no beings in the universe other than the watchers capable of understanding how to utilize them.

There is no mainstream religion in the protectee states of the watchers agency.
Foreign Relations
The watchers agency have so far succeeded in remaining completely unknown. Governments brand the watchers organization as fiction and civilians that believe in them are branded crackpots.
Agriculture & Industry
The watchers agency leaves agriculture and industry mostly up to its civilians but will enforce strict emission laws. Those that do not comply are sabotaged and permanently shut down.
Trade & Transport
The watchers do not trade with other organizations, they simply use a teleportation network to transfer supplies between colonies.

The watchers have all the knowledge of the universe. They are the only organization that can understand the intricate, inner workings of the universe. They can fathom the very concept of infinity. Education under the watchers agency is on a level uncomparable to anything on any other planet.

The brunt of their infrastructure is unknown to anyone, it is rumored that they use advanced cloaking and teleportation to avoid detection.
