The Defensive Settlement Act
The Defensive Settlement Act was a legislation signed into law in the year 967 dictating that all settlements must meet a set number of requirements before they can be considered a settlement. It also divides up settlement classifications and sets clear rules on when a village becomes a city. The law was passed by a dwarven politician by the name of Johan Goldstein and the original proposition only concerned meeting a certain number of guardsmen for defense against monster attacks. It became a federal law across the whole of Dracholm, Jeslore, and eventually, all of the Galactic Union's colonies as the factions further expanded.

Villages need:
50 guardsmen
1 peacekeeper station
1 diplomatic building
1 school
1 hospital
1 village wall
1 artillery cannon
4 sets of automatic turrets
Cities need:
700 guardsmen
2 peacekeeper stations
1 diplomatic building
2 schools
3 hospitals
1 city wall
3 artillery cannons
10 sets of automatic turrets
Metropolis' need:
1470 guardsmen
4 peacekeeper stations
1 diplomatic building
5 schools
4 hospitals
1 city wall
6 artillery cannons
40 sets of automatic turrets
1 military base
