Keepers of the Sea of Sparks

Also known simply as the "Keepers" the Keepers of the Sea of Sparks are the strange and enigmatic creatures which manage The Sea of Sparks. Little is known of the Keepers, as their mystery is even greater then that of the Sea itself.
What is known of the Keepers is that they are inordinately powerful, their "Truths" seem to govern even the Gods. The Keepers are almost always unseen, yet their disparate depictions throughout history are almost universally identical. The Keepers are always depicted as humanoid of heights varying between six and seven feet tall. The Keepers are always portrayed wearing all black robes, gloves, and footwear that reveals no skin. Most notably, the Keepers wear bird-like masks that are reminiscent of plague doctors, although any connection is unknown.
The Keepers are also always depicted alone or in a pair with an Astral Ferry. The Keepers are said to travel between plains across the Sea of Sparks via their gondola, sometimes even transporting passengers. When in a pair, one Keeper is always pictured holding the long oar that is used to propel the ferry across the Sea, the other, or in the case of the depiction of a lone Keeper, is always depicted holding a simple looking lantern.
They are ancient, the creation of the Keepers in their current form is believed to date back to the The Existential Permutation along with the Edicts of Existence.
