She acts as a condfidant to the people and citiy's minorities. Her role is to balance the opinions of The People's Voice' and The People's Hand'.
In their childhood Rose Red and Snow White we close friends. After Snow White's disappearance, Rose turned to the church of the Sugarplum Fae for answers.
