Tasked with overseeing wayward creatures. His role is to ensure no prisoner escapes under his watchful gaze and that all comings and goings in the jail are properly documented. His book keeping is pristine, however, several creatures have been known to escape on his watch. None can say for sure the repercussions of this are for Owl-bert.
The party first encountered him when several of the group were arrested in Woolworths, and again later in a secret basement jail of the Woolworth's Mayor's Manor.

Jailor who keeps an immaculate record of prisoner's frequenting his establishments.
